Noël was born in 1924, in Bezier, France. He began his education as an engineer. Noël then studied both in Pau from 1939 to1945, both sculpture, and painting. The movements by the art form informal and Noveau Réalisme movements inspired Noël. In 1955, his artistic career began to flourish after Noël moved to Paris. As it continued to accelerate he moved to the United States. In the 1950s through 2000, he worked on canvases and hand-made papers.
The artwork of Georges Noël has been exhibited internationally and is included in the collections of the Metropolitan Museum of Art, the Bibliothèque Nationale and F.N.A.C. in Paris, and the Nationalgalerie in Berlin.
